CIDH CONDENA EJECUCIÓN DE MARK ANTHONY STROMAN EN EEUU
Washington, DC, 22 de julio de 2011 - La Comisión Interamericana de Derechos Humanos (CIDH) condena la ejecución judicial de Mark Anthony Stroman que tuvo lugar el 20 de julio de 2011 en Texas, Estados Unidos, en desconocimiento de las medidas cautelares otorgadas a su favor por la CIDH.
La CIDH otorgó medidas cautelares para proteger la vida e integridad de Mark Anthony Stroman el 18 de julio de 2011. La solicitud de medidas cautelares había sido presentada el 13 de julio en el contexto de una petición sobre la presunta violación de derechos consagrados en la Declaración Americana. A través de las medidas cautelares, la Comisión solicitó a Estados Unidos abstenerse de ejecutar la pena capital hasta tanto tuviera la oportunidad de decidir sobre los reclamos de los peticionarios sobre las presuntas violaciones de la Declaración Americana.
La Comisión deplora el desconocimiento por parte de Estados Unidos de la solicitud de la Comisión de que se respetara el derecho a petición de Mark Anthony Stroman. Asimismo, en términos generales, la Comisión insta a Estados Unidos a implementar las medidas cautelares que dicte y reitera que es obligación del Gobierno respetar plenamente sus obligaciones internacionales en materia de derechos humanos, establecidas en la Declaración Americana.
La CIDH es un órgano principal y autónomo de la Organización de los Estados Americanos (OEA), cuyo mandato surge de la Carta de la OEA y de la Convención Americana sobre Derechos Humanos. La Comisión Interamericana tiene el mandato de promover la observancia de los derechos humanos en la región y actúa como órgano consultivo de la OEA en la materia. La CIDH está integrada por siete miembros independientes que son elegidos por la Asamblea General de la OEA a título personal, y no representan sus países de origen o residencia.

IACHR CONDEMNS EXECUTION OF MARK ANTHONY STROMAN IN THE UNITED STATES
Washington, D.C., July 22, 2011 — The Inter-American Commission on Human Rights (IACHR) condemns the judicial execution by the United States of Mark Anthony Stroman, that took place on July 20, 2011, in Texas, in defiance of the precautionary measures the IACHR granted in his favor.
The IACHR granted precautionary measures to protect the life and physical integrity of Mark Anthony Stroman on July 18, 2011. The request for precautionary measures had been received by the IACHR on July 13, 2011, in the context of a petition alleging the violation of rights enshrined in the American Declaration. Through the precautionary measures, the Commission asked the United States to refrain from carrying out the death penalty until the IACHR had the opportunity to issue a decision on the petitioners' claims regarding the alleged violations of the American Declaration.
The Commission deplores the failure on the part of the United States to recognize its requests that the government respect the right of petition of Mark Anthony Stroman. As a general matter, the Commission urges the United States to implement the precautionary measures granted and the recommendations issued in its reports, and reiterates that the Government is obligated to fully and properly respect its international human rights obligations set forth in the American Declaration.
A principal, autonomous body of the Organization of American States (OAS), the IACHR derives its mandate from the OAS Charter and the American Convention on Human Rights. The Inter-American Commission has a mandate to promote respect for human rights in the region and acts as a consultative body to the OAS in this matter. The Commission is composed of seven independent members who are elected in an individual capacity by the OAS General Assembly and who do not represent their countries of origin or residence.
